The mental health hospital that detains people for long periods in accordance with the legislature. However, it fails in most other safety areas, deemed to be highly recommended in order to fulfil their "Duty of care".


According to thehttps://www.gov.uk/government/publications/display-energy-certificates-and-advisory-reports-for-public-buildings/a-guide-to-display-energy-certificates-and-advisory-reports-for-public-buildings website they should have a ECP (energy performance certificate) which does not have the equivalent known as a DEC (Display energy certificate). The website states that any place where the public have access to go, must have a DEC and it must be visible. The https://www.legislation.gov.uk/ukpga/1972/71/section/33 ,


 "Criminal justice Act", public order says; 


“Public place” includes any highway and any other premises or place to which at the material time the public have or are permitted to have access, whether on payment or otherwise ”.



Although there has been an assessment, it is unclear what building it is for.


Does this mean a law has been broken?


Floor plans and building drawings


According to the planning portal, all buildings requiring planning permission to build or adjust ( with some exceptions) require drawings. On the planning portal, it shows applications for other wards, but it is not clear if these drawings and floor plans are kept under a different name or postcode.

Food safety


The food safety Act requires establishments to hold a score on the door. As well as, follow health and safety good practices. Such as, using and knowing your supply chain are reputable. Foods ordered by this supplier, there registration to the local Authority, are unable to be located.



Simply-la-carte trade under the name simply foods solutions their rating could not be found also.




According to the food.gov.uk website, North Manchester hospitals rating could not be located either.

It is also unclear, if the environment the fresh food is being prepared in, for people who would be classed as vulnerable, is safe. Furthermore, that all employees have their food safety hygiene certificate. 


An update: since posting this Article/blog on the 17th May Manchester City Council have updated another suppliers Food Hygiene rating as Exempt.

Is there a problem here?


FIRE Safety Systems


The approved document on fire safety states that in the case of a fire, all fire doors should be quick releasing and be able to stop (or) slow down the spread of smoke entering  separate rooms.

The fire system does not seem to detect if, someone is smoking in the hospital or an enclosed space. Does that make it inadequate? And as a result, not fit for purpose?


Air conditioning systems, that are vulnerable to being tempered with. Which could cause serious harm.
